Utility’s Frontier Korea Project Boosts Hydrogen Economy and Carbon Neutrality

Takeaways
- Utility partners with Seongnam City to launch Korea’s first H2Gen® hydrogen demonstration facility outside the U.S.
- The Frontier Korea project supports South Korea’s Hydrogen Economy Roadmap and clean energy goals.
- The initiative marks a major step toward economic industrial decarbonization and circular energy innovation
Utility Global, a U.S.-based leader in economic industrial decarbonization, has signed a Project Agreement with the Seongnam Municipal Government in South Korea to establish an H2Gen® Hydrogen Demonstration and Certification plant. The agreement was formalized at Seongnam City Hall and represents a strategic move to advance South Korea’s Hydrogen Economy Roadmap.
The new facility, called Frontier Korea, will be located at the Seongnam Water Reclamation Center and will be the first H2Gen® project outside the United States. Seongnam City, known for its innovation in circular economy and clean energy initiatives, will host this project as part of its broader commitment to achieving carbon neutrality.

Clean Hydrogen from Biogas
The Frontier Korea plant will produce fuel-cell-grade hydrogen with 99.995% purity, using H2Gen® technology, which generates hydrogen from water without using electricity. Instead, it relies on biogas energy derived from the anaerobic digestion of organic waste, turning waste into clean fuel. The hydrogen produced will be delivered to the E1 hydrogen refueling station in Seongnam for use in buses, trucks, and cars, supporting Korea’s fast-growing hydrogen-powered vehicle market.
Through this initiative, Utility aims to demonstrate the versatility and scalability of its proprietary H2Gen® hydrogen production technology under Korea’s stringent Gas Safety standards. Successful certification will pave the way for wider adoption of H2Gen® systems across Korean industries such as steel, refining, and chemicals.
Expanding Hydrogen Infrastructure
To strengthen its presence in Asia, Utility has also established a subsidiary, Utility Korea LLC, and qualified under the Foreign Investment Promotion Act (FIPA). The company views Korea as a key growth market due to its leadership in clean energy infrastructure and its strong investment in biogas and hydrogen projects.
Lim Jong-cheol, Deputy Mayor of Seongnam Municipal Government, said, “This project marks an innovative step beyond the traditional role of wastewater treatment, establishing a foundation for clean energy. It is expected to advance carbon neutrality, resource circulation, clean energy infrastructure, and international cooperation — thereby enhancing Seongnam City’s ESG values.”
Utility’s CEO and President, Parker Meeks, praised the collaboration: “Korea, a demonstrated leader in decarbonization, is a strategic priority for our company. We applaud the Seongnam Municipal Government for its decision to join us on this important project, to enable our H2Gen® technology’s ability to deliver game-changing economic decarbonization in multiple industrial sectors in Korea, starting with heavy mobility.”
