Overall, green jobs in Europe have grown by an average of 6% each year since 2014. This sustained rise highlights how sustainability-focused work is no longer limited to niche sectors but is increasingly embedded across construction, manufacturing, agriculture, and services.
The construction sector recorded the strongest growth in green economy jobs in the EU during the period. Jobs in this area increased from 700,000 full-time positions in 2014 to 1.6 million in 2023, reflecting an average annual growth rate of 11%. These roles include energy-efficient building design, renewable energy installations, and renovation projects aimed at improving building performance and reducing emissions.
Agriculture, forestry, and fishing also contributed to the expansion, with sustainable jobs in Europe rising by 5% over the same period to reach 700,000 jobs in 2023. Meanwhile, manufacturing saw its environmental workforce grow from 700,000 to 1 million full-time equivalent jobs, indicating stronger integration of sustainable practices in industrial production.
Among specific environmental activities, renewable energy jobs in Europe showed the most rapid growth. Employment in this sector increased by 79% between 2014 and 2023, doubling from around 400,000 to 800,000 full-time roles. This surge reflects the EU’s accelerating transition toward clean energy sources such as wind, solar, and other renewables.
Jobs linked to the protection of soil, surface water, and groundwater also expanded significantly, rising from 400,000 to about 700,000 full-time positions, an increase of 60%. Other areas of environmental work showed steady gains as well, with air and climate-related activities up by 48%, materials recovery and resource efficiency rising by 47%, and wastewater management growing by 38% to reach 500,000 jobs.
Waste management jobs in the EU remain the largest employer within the EU’s environmental economy, accounting for 900,000 full-time jobs in 2023. This represents around 16% of total environmental employment, underscoring its critical role in supporting circular economy goals and sustainable urban development.
The consistent expansion of green jobs in Europe signals a broader structural shift in the labour market, where environmental priorities are shaping long-term employment trends. As governments and industries continue investing in sustainability, demand for skilled workers in the green economy is expected to remain strong in the coming years.

The trend is also supported by policy initiatives such as the European Green Deal and national climate strategies across member states. These frameworks are encouraging investment in clean energy, sustainable infrastructure, and circular economy solutions, which in turn are generating new employment opportunities. At the same time, employers are increasingly seeking workers with green skills, including energy efficiency expertise, environmental engineering knowledge, and sustainability management capabilities. Training and upskilling programs are becoming essential to bridge the gap between labor market demand and available talent, ensuring that the expansion of Europe’s environmental economy remains inclusive and resilient.
