Abu Dhabi Global Market (ADGM), the UAE capital’s international financial center, is marking its tenth anniversary after a decade that transformed it from a regional start-up into one of the fastest-growing financial hubs in the world. Since its launch in 2015, ADGM has attracted more than 300 financial institutions managing a combined USD 28.6 trillion in assets, according to the Alternative Investment Management Association (AIMA).
The pace of growth has been remarkable. The number of licensed financial firms surged 135% between 2021 and mid-2025, climbing from 131 to 308. That momentum enabled ADGM to meet its five-year Growth Strategy (2022–2027) goals in just three years, a testament to rising capital inflows and the emirate’s solid regulatory foundations.

Financial Scale and Investor Confidence
From 2015 to 2024, ADGM’s Assets Under Management (AUM) expanded at an average annual rate of 123%, while fund and asset manager registrations grew 62% yearly. By the first half of 2025, AUM was up another 42% year on year, with 154 fund managers overseeing 209 funds.
Chairman Ahmed Jasim Al Zaabi credited this progress to Abu Dhabi’s economic vision and leadership. “Our ambition to make ADGM one of the top five international financial centers globally is stronger than ever,” he said. With over 11,000 active licenses and nearly 3,000 operational entities, ADGM now represents the largest regulated financial ecosystem in the Middle East, Africa, and South Asia (MEASA).
Governance and Regulation: A Framework of Trust
ADGM stands out as the only regional jurisdiction applying English common law directly, strengthening investor trust and judicial certainty. Its regulatory framework spans capital markets, digital assets, private credit, and sustainable finance, often serving as a model for other emerging hubs.
Progressive frameworks for virtual assets, tokenization, and green finance have positioned ADGM as a leader in the UAE’s ESG and sustainability agenda. Innovation platforms like RegLab and the Digital Sandbox further support fintech experimentation under real-market conditions, enhancing market integrity and compliance.
Institutional Strength and Capital Flows
ADGM’s success is tied closely to Abu Dhabi’s sovereign wealth funds, which collectively manage over USD 1.8 trillion. This has attracted top-tier global institutions, including BlackRock, Carlyle, Apollo, and Nuveen, to establish regional operations in Abu Dhabi.
In 2025 alone, UBS, HarbourVest, Partners Capital, and others joined ADGM’s growing network. Their presence reflects a global pivot toward jurisdictions offering political stability, energy transition momentum, and strong governance, conditions ADGM has consistently cultivated.

Infrastructure, Talent, and the Road Ahead
Spanning 14.3 million square meters across Al Maryah and Al Reem Islands, ADGM has evolved into a city-within-a-city. Its expansion boosted real estate, education, and healthcare integration while employment within the district grew 23% annually to more than 36,000 professionals.
ADGM’s next strategic phase, The Path to Forward, aims to strengthen its global presence through new partnerships, roadshows, and platforms like Abu Dhabi Finance Week. The center’s long-term goal is to anchor Abu Dhabi among global financial leaders such as New York, London, and Singapore.
