Restoring Wetlands to Reduce Agricultural Emissions
At the heart of the program is the permanent extensification of farmland. Participating landowners must stop cultivating soil and end the use of fertilizers and pesticides. Over time, this allows land to return to natural hydrological conditions, supporting large-scale wetland restoration.
Restored wetlands play a crucial role in climate mitigation. Drained peat soils are a major source of land-use emissions in Europe. Rewetting these areas significantly lowers greenhouse gas emissions. It also reduces nitrogen and phosphorus runoff, helping protect rivers, lakes, and coastal waters from pollution.
In some cases, landowners can receive additional compensation for withdrawing forest land that is hydrologically connected to farmland. These areas cannot be returned to production in the future, even if ownership changes, ensuring permanent environmental gains.
Financing Structure and State Aid Approval
The European Commission assessed the measure under Article 107(3)(c) of the Treaty on the Functioning of the European Union and the 2022 Guidelines for State aid in agriculture and forestry. It concluded that the program supports environmental protection and climate mitigation while remaining proportionate and compliant with competition rules.
Under the scheme, landowners are compensated for income losses resulting from permanent land set-aside. Funding also covers transition costs such as land consolidation, technical assessments, legal expenses, and other non-productive investments.
Support may come through direct grants or benefits in kind, including consultancy services. Notably, aid can cover up to 100% of eligible costs, reflecting the long-term nature of the environmental benefits. The program will run until 31 December 2030.
Aligning Land Use With EU Climate Targets
Agriculture accounts for around 11% of EU greenhouse gas emissions, making land-use reform central to meeting EU climate targets. Denmark’s initiative aligns with the bloc’s broader environmental strategy and the Common Agricultural Policy framework.
For policymakers, the Danish land scheme offers a practical model for integrating climate mitigation, biodiversity restoration, and water protection within agricultural policy.
